Gentlemen,

With reference to your letter to this Department of the 31st of August, concerning the position of your firm in H.K., I am directed by Mr. Secretary Harcourt to inform you that general instructions have some time since been sent to the Governor of Hong Kong laying down the policy to be pursued by the Hong Kong Government in respect of trading with the enemy and the Terms of the Royal Proclamation of the 9th August 1914.

  1. Mr. Harcourt regrets that under the circumstances he is unable to interfere further in the matter.
